What does a roof replacement cost in Arizona?

Nobody can honestly price an Arizona roof from a web page, because the price follows the roof and not the state. A tile roof is usually quoted as a lift and relay of the underlayment, a low slope foam roof is quoted by the square foot of deck, and a shingle roof is quoted by the square (100 square feet). What is fixed is the law: Arizona's unlicensed work exemption stops at $1,000 and does not apply at all when the job needs a building permit. Tell us about your roof and licensed local roofers will quote you their own numbers.

What is on the roof now?

Floor area is a rough proxy. Roofers price by roof area in squares, which is larger once pitch and overhangs are counted.

Arizona Roof Replacement Cost is a free introduction service operated by Ellul Solutions Ltd; we pass your details to roofing contractors covering your area, who quote you directly. Providers may pay us a fee; you pay nothing and commit to nothing. We are not roofing contractors and are not affiliated with the Arizona Registrar of Contractors, any city building department or any manufacturer. Nothing here is legal, insurance or structural advice: confirm licensing on the Registrar's own register and permit requirements with your building department.

What moves an Arizona roof replacement price, 2026

Arizona has no published price for a roof replacement, and any single number you see quoted for the state is somebody's average of jobs that are nothing like yours. What is stable is the list of things that move a real quote up or down. Use it as the checklist when you compare bids.

We publish drivers rather than dollars because no Arizona state agency or trade body publishes a roof replacement price, and a made-up range would mislead you at the exact moment you are comparing bids. Roofers price by the square (100 square feet of roof area, not floor area) or by the square foot on low slope work. Every driver below is one a roofer can price for your address; ask each bidder to itemize them so the bids are comparable. Licensing and complaint figures are from Arizona Revised Statutes as cited.

What moves an Arizona roof replacement price, 2026
FactorWhy it moves an Arizona priceWhat to ask the roofer for
Covering typeTile, shingle, foam and metal are different trades with different labor and material bases. Tile is heavy and slow to handle; foam is sprayed and then coated; shingle is fastest.A price per square (or per sq ft on low slope) for the covering you are actually buying, not a blended figure
Tile lift and relay vs full replacementOn most Arizona tile roofs the tile outlives the underlayment beneath it. Lifting, stacking and resetting the existing tile over new underlayment is a different job, and a different price, from buying new tile.Whether the bid resets your existing tile or supplies new tile, and the allowance for breakage
Underlayment specificationUnderlayment is the part that fails under Arizona sun and heat load. Grade, weight and the number of layers are the single most negotiated line on a tile bid.The exact product and weight, in writing, plus the manufacturer's stated warranty
Deck and fascia conditionNobody can see the sheathing until the covering is off. Rotten or delaminated decking is an extra, and unscrupulous bids leave it out to look cheap.A written per-sheet price for decking replacement before work starts
Low slope area and detailsMost Arizona homes mix a pitched tile field with flat sections, parapets and scuppers. The flat portion is priced separately and is usually where leaks start. The low slope area measured separately, with the coating system and its recoat schedule named
Access, height and tear-off disposalTwo stories, tight side yards and heavy tile all add labor and dump fees. Tear-off weight on a tile roof is substantial.Whether disposal and dumpster fees are included or excluded
Permit and inspectionRoofing permits are issued locally in Arizona, not by the state, and fees and triggers differ by city and county.Who pulls the permit, and confirmation that they will (an unpermitted job voids the licensing exemption argument entirely)
  • Arizona's unlicensed contracting exemption stops at an aggregate contract price of $1,000, must be casual or minor in nature, and does not apply at all in any case where the work requires a local building permit (A.R.S. 32-1121(A)(14)).
  • A homeowner can only claim on Arizona's Residential Contractors' Recovery Fund if the contractor was appropriately licensed on the date the contract was signed, the date of first payment or the date work began (A.R.S. 32-1132(C)).
  • A complaint to the Arizona Registrar of Contractors must be filed within two years after completion of the project (A.R.S. 32-1162(A)(2)).

Straight answers

How much does a roof replacement cost in Arizona?

There is no published Arizona figure, and any single number quoted for the whole state is an average of jobs unlike yours. Price follows the covering (tile, shingle, foam or metal), the roof area in squares, the pitch, the condition of the deck under the covering, the amount of low slope area and access. Our cost-driver table lists what to ask each bidder to itemize so their numbers can be compared.

Do roofers have to be licensed in Arizona?

Arizona's exemption from contractor licensing covers only casual or minor work with an aggregate contract price under $1,000, and it does not apply at all where the work requires a local building permit (A.R.S. 32-1121(A)(14)). Reroofing is commonly permitted work in Arizona jurisdictions, so a roofer quoting a replacement should hold an active Arizona Registrar of Contractors license. Confirm the permit position with your own building department.

Why do Arizona tile roofs need work if the tile looks fine?

Because the tile is not the waterproof layer. The underlayment beneath it does the waterproofing and it is what ages under heat and ultraviolet exposure. The usual job is a lift and relay: lift and stack the tile, replace the underlayment and flashings, then reset the same tile.

How long do I have to complain about roofing work in Arizona?

For projects other than new construction, a written complaint to the Arizona Registrar of Contractors must be filed within two years after the specific project is completed (A.R.S. 32-1162). Keep the invoice, the permit final and the product names, because underlayment problems can surface slowly.

Does a permit or an HOA approval come first?

They are separate. The permit comes from your city or county building department; homeowners association approval of tile profile and color, where it applies, is a private matter under your community documents. Get the HOA answer in writing before materials are ordered, and the permit before work starts.

Is this quote service really free?

Yes. You pay us nothing and are under no obligation to accept any bid. Your details reach roofing contractors working your part of Arizona and nobody else, and those providers may pay us a fee, which is what funds the site.
